The Jammu and Kashmir Reorganisation Act, 2019 transformed the former State of Jammu and Kashmir into two Union Territories—Jammu and Kashmir, with a legislature, and Ladakh, without a legislature. The Jammu and Kashmir Legislative Assembly is therefore a unicameral Union Territory legislature with powers narrower than those of a State Assembly. **Constitutional basis:** Article 239A, originally applicable to Puducherry, was extended to Jammu and Kashmir through Section 13 of the Act. **Unicameral legislature:** It consists of elected representatives, with certain seats reserved or kept vacant for areas under Pakistan’s occupation. **Five-year tenure:** The Assembly normally has a five-year term unless dissolved earlier. **Executive formation:** The majority party forms the government, headed by the Chief Minister and Council of Ministers. **Role of Lieutenant Governor:** The Lieutenant Governor is the constitutional head but enjoys wider discretionary powers than a Governor of a State.
