Answer
6 km, North
Take the start point as (0,0), facing East. Move 4 km to (4,0); turn right and move 3 km to (4,-3); turn left and move 2 km to (6,-3); turn left again and move 3 km to (6,0). So the final point is 6 km from the start, and the person is facing North.
