- (a) Creating new All India Services: Under Article 312, Rajya Sabha has a special power to authorize creation of new All India Services by a two-thirds majority. This is not an equal power with Lok Sabha. Verdict: Incorrect.
- (b) Amending the Constitution: A Constitutional Amendment Bill under Article 368 must be passed separately by both Houses with the required special majority. Here, Rajya Sabha and Lok Sabha have equal powers. Verdict: Correct.
- (c) Removal of the government: The Council of Ministers is collectively responsible only to Lok Sabha under Article 75(3). Rajya Sabha cannot remove the government by a no-confidence motion. Verdict: Incorrect.
- (d) Making cut motions: Cut motions are moved only in Lok Sabha in relation to demands for grants; Rajya Sabha has no such power. Verdict: Incorrect.
